About the Author
Richard Jolly is a development economist and honorary professor and research associate of the Institute of Development Studies at the University of Sussex, where he was director in the 1970s. He worked for the UN as an Assistant Secretary-General for almost 20 years: from 1982-95 as deputy executive director for programs of UNICEF and from 1996-2000 as special coordinator of UNDP’s Human Development Report. After leaving the UN, he was for 10 years co-director of the UN Intellectual History Project and co-author of the summary volume, UN Ideas That Changed the World. His career has combined development action, research and teaching, for the UN, for governments, and for universities. He has worked as an economist in some dozen countries and written or edited some 20 books, notably on redistribution with growth, adjustment with a human face, disarmament and development. He was knighted by the Queen in 2001 for his contributions to international development.

An uplifting book that covers not just what happened, why and how but also lessons individual and organizational may replicate. Experience from not too distance past of obstacles faced and results of measurable effect on populations. "if global governance is to be directed to the end of supporting a more human world and not only a more efficient global economy, actions for children need to be brought into the discussion on how to improve global governance".
While not understating UNICEF contribution it gives credit to other players in a common effort..The subject index gives access to interrelationships in a global governance context..examples illustrate important findings. The author had direct access to records and many decision makers and their colleagues for a substantial period of UNICEF history . For 15 years he was in senior positions of UNICEF and UN Development Programme (UNDP). He is forward looking while being candid about limitations of some past efforts and challenges still to be addressed..
Background stories and easily readable statistics for the serious student or those who want a general overview of where effective world organizations have made progress over 60 years and what directions are likely to continue. It identifies some tools, approaches and resulting accomplishments.
An interpretation of events from an academic with a good deal of practitioner experience using his accumulated knowledge to sensitively prod toward a future that will be better for all. This resonated as "wisdom" using the mind's knowledge "evidence based" and the heart's "intuitive" love of empathy and the experience of "oneness"
I skimped around contents and over a few sessions read cover to cover, Then returned to some sections multiple times. It highlights individual efforts and common accomplishments in a way that is sure to give hope to those in the global family who are giving their hearts to this type of life's work and those offering their good will and support. .I found of particular interest: Historical context, Inspiration and lessons of Executive Directors. UNICEF reasons for Independence; Hope when Despair could be logical response. From some notes I made:
HISTORICAL CONTEXT:
- John F Kennedy's address to the UN General assembly in 1961. proposing a development Decade..
- 1964 UNICEF invited economists, ministers and child welfare experts to discuss needs of children and youth integrated in long-term development",
- 1982 a "hand picked group of 26 senior people from UNICEF, WHO, FAO, World bank and other agencies and research institutes considered opportunities for accelerating action for child health and nutrition---The key was "personal invitations" to those who would share a vision for bold international action and would speak freely from a professional standpoint.
- 1990s - practical 10 commandments of the third executive director; "monitoring progress, with results produced in time for taking corrective - action; identify detail know to be necessary to assure progress..
- An example of global governance in action...rousing the interest of heads of Government not only of ministers with specific areas of responsibility..Starting with a global perspective, using UNICEF as a catalyst for politician and social mobilizations and appropriate technology for meaningful change Building consensus and commitment through mufti-station, far flung 100 country offices.
Results leading to correction action are provided such as: showing that village level basic water supplies could be provided at low cost and maintained by the villagers themselves; or more Urgency encouraged when it is shown that several generations may be required to "washout " all the long term effects of severe malnutrition during young girl's life.
EXECUTIVE DIRECTORS:
The background and Evolution of UNICEF's executive directors is usefully summarized. As is the understanding of the need for increasingly transparency. It is convincingly presented that executive directors used UNICEF and public and government support as a countervailing force against apathy and confusion. They set a clear focus on human objectives and used the legitimacy and leadership of UNICEF and partners to actually achieve much. .
Picking out key inspiration and practical words from UNICEF's early figures like Ludwik Rajchman, from Poland the first Chairman of the Executive board, Maurice Pate of USA first Executive Director was called "most efficient Human Angel" , he was principled in demanding - no discrimination against children of any nationality , least of all children in former enemy countries." and an persistent optimist ."he seemed to have difficulty in hearing obstructionist opposition" who inspired confidence as "St.Francis of the UN".
COOPERATIVE BUT INDEPENDENT - protecting the strengths of UNICEF - Sets out the reason for UNICEF staying independent.
UNICEF has worked well with other UN agencies not "through integration , but through collaboration and coordination of policy"..
It was found that complete integration would be bad for keeping the goal and necessity of Children as a high priority for moving the world forward.
UN wide response could be diluted if there was no independent advocate for opportunities and needs of children was available to quickly mobilize single-minded for children, and to pioneer unconventional ways. The very real possibility of losing fundraising capacities from the ordinary citizen and well established Child related partnerships not part of a UN merger would be lost or muted.
GOING FORWARD - Equity and increased Transparency.
Equity seems to be the overarching priority to address some long term problems.
Transparency appears to be best way to assure confidence All internal audit reports issued from September 2012 are public, along with all annual reports of valuations and more financial information. Total UNICEF funding reached almost four billion dollars by 2012.
HOPE Not DESPAIR.
The book has an interesting perspective on the prospects for healthy global governance. The phrase "to experience hope embedded in despair" seems to best describe it since to see honestly the magnitude of the Global problems could be too depressing and lead to inaction. But then we are reminded that even with out the knowledge and new tools now available, some individuals were able to: set long term goals; won support; mobilized action; monitored progress and demonstrated practical results on a worldwide scale. Shows how UNICEF child focused leaders and staff have demonstrated that with a clear sense of Mission, founded on universal concerns for children, obstacles of confusion and apathy could be overcome. It highlights a broader focus for global governance and the need for human goals as priority to be addressed beyond the narrow focus of the economic. UNICEF.. Knowledge, norms, policies, institutions, and compliance have done much to fill the gaps as they relate to children ..This books helps to illustrate an ongoing demonstration of human global governance.
For some of those who have worked on these or similar efforts - or are considering it...It helps remember how hard some of the challenges seemed and unlikely the result. Yet eventually a degree of difference has been made in many lives. There is an excellent selected bibliography and plenty of references and links for those who wish to go further on a subject. Could be basis for a series of documentaries or a historical novel...Highlighting making a difference.for millions and the "capacity of societies to manage adverse consequences..some simple formulas stand out: "children = zone of peace" .... Sri Chinmoy who led the Peace Meditations at the the UN for over three decades and encouraged may UN, UNICEF and other agency as well country mission staff to persist ih their efforts had a famous saying; "There is only one perfect road and that road and is ahead of you always ahead of you".. This book's stories can help focus attention and provide hope to those wish to join the journey toward a more just and humane world oneness family...
